Identity and legal status covers the ways government formally recognizes (or fails to recognize) people — citizenship, immigration status, vital records (births, deaths, marriages), driver's licenses and state IDs, the systems that determine who has access to what services. The domain is a chokepoint for an enormous number of other domains; failures here cascade into health care access, employment, housing, and almost everything else. The PA-3 piece will need to attend to immigrant communities specifically and to the practical operation of Pennsylvania's vital records system.
