Government Operations

Government operations is the meta-domain. It's the rules about how the rules get implemented — civil service law, procurement law, internal transparency mechanisms, the inspector general system, the FOIA architecture (which also lives partly in Historical & Public Records). The domain matters because most failures in other domains turn out, on inspection, to be operational failures: under-resourced agencies, captured procurement, weak internal accountability.
