Foreign policy is a domain where the gap between formal representation and lived experience is often largest — the decisions are federal-only, the constituent contact is light, the consequences (wars, trade agreements, treaties, foreign aid) can be enormous. The PA-3 analysis will likely focus on the constituent-facing edges: how PA-3 residents interact with this domain (military service, immigration affecting families, trade affecting employment) more than on the high-level architecture itself.
