Energy as a domain covers electricity (generation, transmission, distribution, regulation), fuels (oil, gas, coal — production, transport, regulation), the transition between them, and the public infrastructure that supports all of the above. The PA-3 piece is shaped by Pennsylvania's particular energy economics — significant natural gas production statewide, the legacy and ongoing presence of coal, the grid operator (PJM) covering the region, and the Public Utility Commission as the state-level regulator.
